Hong Kong Pension Minute

1. I much regret that the prolonged and heavy pressure of other work has greatly delayed my dealing with the Hong Kong Pension Minute and some remarks and suggestions in reference to it.
2. I have thought it desirable to annex to this Minute a copy of Despatch No. 176 of 5 Sept. 1876, with Memorandum showing the alterations that were to be made in it under the Secretary of State's despatches of 12 Nov. 1878 and 1 March 1880.

3. On comparing this Minute and Memorandum with the Pension Minute now sent home, I find that all the proposed alterations have been effected except those marked against Clause 2, which related to the distinction to be made...
